The story behind it is:
Milk farmers pour out milk from an intercepted truck as part of their demonstration in Change, 100 km east of Rennes, western France on August 3, 2010 to protest against milk prices and the general attitude of involved companies policy. French farmers have ramped up protests in search of governmental support and interprofessional agreements.

If they want to protest, they do not have to spill the milk. Instead, they could have given it for free to the poor. There are other ways to demand for their rights.
Is is just uncivilized and inconsiderate.
